BOB RAE

Bob Rae is the Ambassador and Permanent Representative of Canada to the United Nations in New York.

Mr. Rae served as Premier of Ontario from 1990-1995, and interim Leader of the Liberal Party of Canada from 2011-2013. He was elected to federal and provincial parliaments 11 times between 1978 and 2013.

Mr. Rae received his Honours B.A. in Modern History from the University of Toronto, an M.Phil in Politics as a Rhodes Scholar at Oxford University, and graduated from the University of Toronto Faculty of Law in 1977. He was named a Queen’s Counsel in 1984.

As a lawyer in private practice, Mr. Rae led the restructuring of the Canadian Red Cross, the Toronto Symphony Orchestra, and chaired the board of the Royal Conservatory of Music. He also wrote “Lessons to be Learned” on the Air India bombing, and “Ontario a Leader in Learning” - a study of the Ontario higher education system. He was also named to the Security and Intelligence Review Committee by then Prime Minister Chrétien.

Mr. Rae’s return to Parliament for the constituency of Toronto Centre in 2008 led to his appointment as Foreign Affairs spokesman for his party, and to his election as interim Leader in 2011. Between 2013 and 2020 he taught law and public policy at the University of Toronto, and was a partner and senior counsel to the law firm OKT LLP, specializing in indigenous law and constitutional issues.

Mr. Rae is a Fellow of the Forum of Federations (an organization he co-founded in the 1990’s), Massey College, and the Raoul Wallenberg Centre for Human Rights. He served as the Chief Negotiator for the 9 First Nations that are members of the Matawa Tribal Council in Northern Ontario between 2013 and 2018.

In October 2017, Mr. Rae was appointed as Canada’s Special Envoy to Myanmar. In this role, he engaged in diplomatic efforts to address the crisis in the country’s Rakhine State and wrote the report “Tell Them We’re Human” in 2018. In March 2020, he was named by Prime Minister Trudeau to be Canada’s Special Envoy on Humanitarian and Refugee Issues. This led to his report “A Global Pandemic Requires a Global Response”, which was made public shortly before his appointment as Ambassador to the UN.

Bob Rae is a Privy Councillor, a Companion of the Order of Canada, a member of the Order of Ontario, and has numerous awards and honorary degrees from institutions in Canada and around the world. In addition to several government reports, he is the author of five books. Along with music, reading, and writing, he loves tennis, golf, and fishing. He is married to Arlene Perly Rae, writer and public advocate on issues affecting women and children. They have three daughters and five grandchildren.

M. Rae a été premier ministre de l’Ontario de 1990 à 1995, et chef par intérim du Parti libéral du Canada de 2011 à 2013. Entre 1978 et 2013, il a été élu onze fois à des élections parlementaires fédérales ou provinciales.

M. Rae a obtenu un baccalauréat ès arts avec spécialisation en histoire moderne de l'Université de Toronto, un MPhil en politique à titre de Rhodes Scholar de l’Université d’Oxford et un diplôme en droit de l’Université de Toronto en 1977. Il a été nommé au Conseil de la Reine en 1984.

En tant qu'avocat dans le secteur privé, M. Rae a dirigé la restructuration de la Croix-Rouge canadienne, de l'Orchestre symphonique de Toronto, et a présidé le conseil d'administration du Conservatoire royal de musique. De plus, il a écrit « Leçons à retenir » sur l'attentat d'Air India, ainsi que « L’Ontario : chef de file en éducation », une étude sur le système d'enseignement supérieur de l’Ontario. Il a également été nommé au Comité de surveillance de la sécurité et du renseignement par le Premier Ministre Chrétien.

Le retour de M. Rae au Parlement pour la circonscription de Toronto Centre 2018 a conduit à sa nomination en tant que porte-parole des affaires étrangères pour son parti, et à son élection en tant que chef par intérim en 2011. Entre 2013 et 2020 il a enseigné le droit et le politique publique à l’Université de Toronto, tout en étant associé et avocat principal au sein du cabinet Olthuis Kleer Townshend LLP., en se spécialisant dans le droit et les questions constitutionnelles des communautés autochtones.

M. Rae est membre du Forum des fédérations (une organisation qu’il a cofondé en 1990), du Collège Massey et du Centre Raoul‑Wallenberg pour les droits de la personne. Entre 2013 et 2018, il a agi à titre de négociateur

en chef pour les 9 Premières nations qui sont membres du conseil tribal Matawa dans le nord de l’Ontario.

En octobre 2017, M. Rae a été nommé au poste d’envoyé spécial du Canada auprès du Myanmar. Dans ce rôle, il a participé aux efforts diplomatiques visant à résoudre la crise qui sévit dans l’État de Rakhine et a rédigé le rapport « Dites-leur que nous sommes humains » en 2018. En mars 2020, il a été nommé par le Premier ministre Trudeau, Envoyé spécial du Canada pour les enjeux humanitaires et relatifs aux réfugiés. Ce rôle l’a conduit à rédiger le rapport « Une crise mondiale exige une réponse mondiale », qui a été publié juste avant sa nomination en tant qu’Ambassadeur auprès des Nations Unies.

M. Rae est conseiller privé, compagnon de l’Ordre du Canada, membre de l’Ordre de l’Ontario et a reçu de nombreux prix et diplômes honorifiques d’institutions au Canada et dans le monde entier. En plus de la rédaction de plusieurs rapports gouvernementaux, il est l’auteur de cinq livres. Outre la musique, la lecture et l’écriture, il aime le tennis, le golf et la pêche. Il est marié à Arlene Perly Rae. Ils ont trois filles et cinq petits-enfants.
